Dr. Phạm Hồng Quất is the Director General of the National Agency for Technology Entrepreneurship and Commercialisation Development), under the Ministry of Science and Technology of Vietnam. Dr. Quất obtained his Bachelor of Law degree from the Hanoi Law University in 1991 and his Doctorate in Law from Nagoya University in Japan in 2007. He has worked in various positions within the Ministry of Science and Technology of Vietnam for over 20 years. He has expertise in formulating policies on intellectual property protection, technology transfer, innovation, and business development. Since 2014, he has been leading the Market Development and Enterprise Development Agency (NATEC) under the Ministry of Science and Technology. This agency is responsible for managing the National Startup Ecosystem Development Project in Vietnam, which has been ongoing since 2016.
